Michael Gove has unveiled a grandly-titled document called the “Declaration of Government Reform”. So what’s it all about? There’s a plan to move more than 20,000 civil servants out of London, but also plenty of detail on civil servants’ pay, performance, and accountability. Will the reforms make a difference?
