There are two types of mindset involved in a process, one is built, and the other is a buyer's mindset. Build mindset always prefers building things instead of buying. At the same time, the buying mindset prefers buying instead of investing time in building design, process, and technology.   No one is wrong or right; you can choose any approach depending upon resource availability, expertise in the matter, and the monetary budget available.
