It has now been more than a year and a half since Indian and Chinese troops have been locked in a standoff at the border. There have been thirteen rounds of talks between the two sides but increasingly, it has become evident, that the two sides may be locked in an impasse. HT interviews the former foreign secretary Nirupama Rao who has just authored a book called The Fractured Himalaya: India Tibet China 1949-62.
