Here's your morning news: Back in April, U.S. District Judge David O. Carter issued a sweeping injunction to compel the City and County of L.A. to offer shelter to everyone on Skid Row by mid-October.Today, the 9th Circuit Court of Appeals will hear a challenge to that order; Long Beach police are investigating the vandalism of a statue of the Rev.
