If you’re anything like me, you probably haven’t ever given much attention to the Digital, Culture, Media and Sport Committee: the government select committee that deals with football. Last week, the committee interviewed Rick Parry, the chairman of the English Football League to talk to him about the impact of COVID-19 on the lower tiers of English football. Parry was bullish, attacking the financial structures underpinning the game in Britain. Having eviscerated the whole system, he took more careful aim. If you wanted a culprit for the swingeing inequalities in English football, Parry seemed to be saying, then you could look no further than parachute payments. But what are parachute payments?
