The Changelings have infiltrated Earth, and a post 9/11 Star Trek universe with a pre-9/11 script shows a tremendous amount of insight into human nature. The Changeling attacks have startled the laid back Federation, and a small cadre of Starfleet personnel think the only way to secure the homefront is to lock it down. Sisko and Odo travel to Earth to provide assistance and get caught up in the political machinations of a terrorized institution.
